HUMAN RESOURCES

The Human Resources and Administration Department works to ensure the ethical treatment of employees and ensure compliance with local laws, rules and regulations, negotiated contracts and Board policy.  We also act as advisors to outside agencies regarding personnel related matters and to support CWSA’s efforts in promoting diversity in the workplace.

This department provides the link between Management and employees.

Our Mission Statement

To provide effective and efficient Human Resources and Administration services to the staff and retirees of the Central Water and Sewerage Authority and ensure compliance with employment laws and regulations.  To treat our customers with respect and honesty as we strive to proactively meet their needs with competence, professionalism and always conduct ourselves ethically at all times, holding employee record privacy to the highest possible standard.

Function of the Human Resource & Administration Department

Duties​

  • Staffing Services: The Human Resources and Administration Department is responsible for the recruitment, appointment, orientation, placement, transfer, discipline, performance evaluation,  compensation, salary administration, vacation, sick leave, security and training of employees.

  • Employee Benefits: We are responsible for records maintenance of all regular and temporary employees, including compensation changes, address changes etc.  We also oversee the functions associated with leave administration, administration of pension and medical plans benefits.

  • Performance Management: Department is responsible for ensuring that all employees are evaluated on an annual basis.  Advises and guides supervisors in handling job performances and misconduct issues.  Provides management support throughout the employees discipline process.

  • Employee Relations: Responsible for union negotiations, contract administration and grievance resolution covered by the Union Agreement.  Develops Job Description, terms and condition of employment in consultation with the Departmental Heads and the Board of Directors that are aligned with organizational goals and objectives.  Facilities organizational change are through collective bargaining, resolves disputes and provides guidance to all employees.

  • Training: The Human Resources and Administration Department is responsible for all training activities within the organization.

  • Harassment, including Sexual Harassment: The Central Water and Sewerage Authority is committed to providing a work environment that is free of discrimination and unlawful harassment.  Actions, words, jokes or comments based on an individual’s sex, race ethnicity, age, religion or any other legally protected characteristic will not be tolerated.
